<p>
	In the case of access control via QR codes, typically the entry system will include PC software or a <a href="https://cie-group.com/smartplus-app/"><strong>smart phone App</strong></a> which can quickly and easily generate a unique QR code which can be set to allow access for a limited time period, specific days of the week, limited number of uses and entry limited to specific areas, floors or zones of the building.</p>
<p>
	Once the QR code has been generated, it can be emailed or messaged directly to the recipient (the user who requires temporary access to the building) for them to display on their smartphone device or print out if required.</p>
<p>
	A <a href="https://shop.cie-group.com//shop.php?cat=&amp;sort=alphabetical&amp;sec=search&amp;search=QRCodeEntry"><strong>QR code-enabled Access Control</strong></a> or Door Intercom device will feature a scanner (in the form of a built-in camera); the user simply displays the received QR code from their smart phone to the access control device which will automatically scan it to confirm access rights within the specified time/useage criteria.</p>

	Access authentication methods are the process &amp; technologies of an access control system which verify the identity of a user; in effect, the user’s ‘key’ to allow them access.</h3>
<p>
	Authentication methods can be physical or digital and include formats such as RFiD, Bluetooth, Biometric, QR code scanning and many more.</p>
<p>
	You will often hear the phrases ‘<strong>multiple format</strong>’ and &#8216;<strong>multiple factor</strong>’ authentication referred to &#8211; and more often than not confused as the same thing!</p>
<p>
	The simplest way to define the two is by considering various authentication methods with an ‘<strong>AND</strong>’ or an ‘<strong>OR</strong>’ –<br />
	so if we consider an access reader or door intercom, it is very likely to feature a variety of authentication options. The user may be able to choose from either a keypad <em><strong>OR </strong></em>Bluetooth <em><strong>OR </strong></em>face recognition – any one of these choice of methods allowing access. And this is the definition of <strong>multiple <em>format</em></strong>.</p>
<p>
	<strong>Multiple <em>Factor </em></strong>authentication, on the other hand, will usually be applied to a reader or intercom for increased security – where 2-step or 3-step authentication is required to confirm a single identity. For example an access reader may require keypad PIN <em><strong>AND </strong></em>Bluetooth authentication or NFC <em><strong>AND </strong></em>fingerprint reader.</p>

	Following the tragic loss of her son Martyn Hett – one of the 22 people killed in the Manchester Arena terrorist attack in 2017 – Figen Murray OBE made it her mission to promote positive change and campaign for legislation to venues and events to implement further security measures to protect the public against the threat of terrorist attacks.</p>

	HowToAV had the honour of meeting with Figen to discuss her tireless campaigning and the imminent implementation of Martyn’s Law and the Terrorism (Protection of Premises) Bill.</p>

	Why is there a requirement for Martyn’s Law?</h3>
<p>
	It is increasingly difficult to predict terrorist attacks, so as public access buildings and event venues can often be considered as high-risk target areas, the development of robust, proportionate and consistent legislative guidelines is essential to prepare and improve public safety.<br />
	Without legal compulsion to do so, counter-terrorism security measures can often fall behind other legally required actions and requirements. Without legislative measures, consideration and prioritisation can otherwise be inconsistent.</p>

	What is the aim of Martyn’s Law?</h3>
<p>
	Martyn’s Law &#8211; also referred to as <strong>The Protect Duty</strong> or <strong>Terrorism (Protection of Property) Bill</strong> – will provide legislative measures to improve public safety against the risk of terrorism in public premises and events venues. Once the law has formally been passed (expected to happen in 2024), it will place a duty on those responsible for certain buildings and venues to consider and implement appropriate and proportionate measures to reduce the risk.</p>
<p>
	<strong>This may include, for instance, measures such as:</strong></p>
<ul>
<li>
		Enhanced security systems</li>
<li>
		Enhanced security personnel teams</li>
<li>
		Staff training</li>
<li>
		Changes to processes</li>
</ul>

<h3>
	What types of premises and events will the Law apply to?</h3>
<p>
	Martyn’s Law will apply to a variety of public access premises and events venues. The law will apply to premises and venues with a capacity of 100+ individuals, which will fall within one of two Tiers – Standard Tier and Enhanced Tier.</p>
<ul>
<li>
		<strong>Standard Tier</strong> will apply to premises and venues with a public capacity between 100~799 individuals.</li>
<li>
		<strong>Enhanced Tier</strong> will apply to premises and venues with a public capacity of 800+ individuals.</li>
</ul>
<p>
	<strong>The legislation, therefore, will apply to premises and sectors such as:</strong></p>
<ul>
<li>
		Retail</li>
<li>
		Hospitality</li>
<li>
		Pubs and nightclubs</li>
<li>
		Cinemas</li>
<li>
		Theatres</li>
<li>
		Libraries</li>
<li>
		Museums and galleries</li>
<li>
		Sports &amp; recreation facilities</li>

		Places of worship</li>
<li>
		Hospitals and health centres</li>

	How will the new Terrorism Law be enforced?</h3>
<p>
	The draft Bill suggests an inspection capability which will aim to ‘educate, advise and ensure compliance with the requirements&#8217;.</p>
<p>
	The regulator will have powers to inspect, investigate, enforce actions and/or apply sanctions (financial penalties) upon any venues or events which do not adequately comply.</p>

	Top 10 Tips when preparing for Martyn&#8217;s Law</h2>
<p>
	While specific requirements and considerations will vary depending upon size, application and location of venue or event, we&#8217;ve put together our <strong>Top 10 Tips tips to help venues plan ahead for the implementation of Martyn&#8217;s Law</strong> and ensure the safety of staff, visitors and the general public:</p>
<ol>
<li>
		<strong>Conduct comprehensive Risk Assessments:</strong><br />
		Undertake thorough risk assessments for your venue and actvities to identify potential vulnerabilities and security gaps specific to your venue and the types of events / applications.</li>
<li>
		<strong>Implement effective <a href="https://cie-group.com/how-to-av/videos-and-blogs/intercom">Access Control</a>:</strong><br />
		Control and monitor access points to the venue using personnel and technology systems, to ensure that visitors can be screened and authorised to enter and can sfaely and quicly exit the build if required.</li>
<li>
		<strong>Install / Review video surveillance systems:</strong><br />
		Review and implement effective surveillance video camera systems and strategies to monitor the premises, deter potential threats and aid in post-incident analysis.</li>
<li>
		<strong>Train staff on Security Protocols:</strong><br />
		Educate all employees about security procedures, emergency response plans and recognising / responding to suspicious behaviour.</li>
<li>
		<strong>Conduct regular Emergency Drills:</strong><br />
		Organise periodic drills to practice emergency responses, evacuation procedures and coordination with emergency services.</li>
<li>
		<strong>Establish clear communication channels:</strong><br />
		Set up reliable communication channels and systems for staff and visitors to report any security concerns promptly.</li>
<li>
		<strong>Engage with emergency services:</strong><br />
		Collaborate with local police and emergency services to improve response times and coordinate security efforts. They may also provide valuable insights and suggestions as to how your security protocols can be developed and improved.</li>

	Some or all of these actvities may already be in place within your venue. However, it will always pay to review your processes, policies and procedures.</p>

	Though Martyn&#8217;s Law is not expected to come into effect until 2024, beginning the process of reviewing and acting upon these measures now will help to protect the public without delay &#8211; and will ensure you have a significant &#8216;head start&#8217; in being compliant with this new legislation.</p>

	How to correctly install the 2N IP Style</h2>
<p>
	There are two mounting options for the <strong>2N IP Style</strong> &#8211; it can be easily installed in either surface or flush-mount format, dependent upon the location and wall material the door intercom device will be located upon.</p>
<p>
	When purchasing a 2N IP Style device, you will also need to order either a surface-mount back box (Part Number <a href="https://shop.cie-group.com/shop/intercom--access-control_1053/ip-door-intercoms_1054/intercom-accessories_1080/surface-mount-back-box-for-ip-style-door-intercom_36963.php"><strong>9157002</strong></a>) or flush-mount back box (Part Number <a href="https://shop.cie-group.com/shop/intercom--access-control_1053/ip-door-intercoms_1054/intercom-accessories_1080/flush-mount-back-box-for-ip-style-door-intercom_36962.php"><strong>9157001</strong></a>)</p>

	Surface mounting the IP Style intercom unit is the simplest and quickest installation format (needing no cut-outs in the wall) and requires only half of the same steps as the flush installation.</p>

	Flush installation </h3>

	For flush installation, you need a flush mount box (9157001) in addition to the intercom unit itself. The basic step instructions on how to install are on the lids of the product boxes; however it is recommended to open the installation manual on 2N&#8217;s &#8216;our wiki&#8217; page.</p>

	Steps to install 2N IP Style:</h2>

	1. Check what&#8217;s inside the flush mount back box carton and the IP Style packaging.</h4>

	2. Cut a recess in the wall for the flush mount box, using the provided template/cut-out dimensions.</h4>

	3. Check the flush mount back box is oriented correctly and mark the fixing hole positions.</h4>

	4. Prepare dowels and make a hole for the cabling where suitable.</h4>

	5. Pull the cable through and anchor the box using appropriate fixing screws. Tighten the enclosed screws.</h4>

	6. Insert the enclosed detents in the riveting nuts and fit it with screws. Do the same for the bottom detent.</h4>

	7. Use a levelling key to check the height of the detent embedding to make sure the key is aligned with the mounting box edge and the detent surface. If the detent seems too deep untighten the screws to remove the tent fixture.</h4>

	8. Insert a levelling key in the levelling mechanism grooves and turn it to adjust the required level. After levelling, re-anchor the fixture with a screw and do the same for the bottom detent if needed.</h4>

	9. Place the brackets to the left and right sides of the bottom detent handle and fit their positions using screws. (The mounting box installation is now complete).</h4>

	10. Now unscrew the connector cover on the back of the IP Style device.</h4>

	11. Thread all of the unterminated cables through the bushing on the inside of the connector cover.</h4>

	12. Fit the required terminations/connectors.</h4>

	13. Fit the profiles of the IP Style device back onto the mounting bracket and slide them down to the lowest possible position anchoring the device by snapping it into place.</h4>

	14. Connect all the cables to the Style intercom device and screw the connector cover back on.</h4>

	15. The mounting bracket provides sufficient support for cable installation, so it&#8217;s unnecessary to support the device in any way. Secure any extra cabling in the clips.</h4>

	As those seeking to undertake an attack will often require a level of advance planning, all opportunities to detect and deter such threats should be considered &#8211; such as day-to-day staff awareness, effective CCTV/surveillance use, deterrent communications and active security zones.</p>
<p>
	However, 100% prevention of attack cannot be fully guaranteed and, therefore, the ability to frustrate and delay attackers during the course of an attack and to place students and staff in a safe and secure place to reduce potential casualties can be hugely affected by a robust and effective <em>Dynamic Lockdown Procedure</em>.</p>

	&#8216;Stay Safe&#8217; principles &#8211; &#8216;Run &#8211; Hide &#8211; Tell&#8217;</h3>

	The National Police Chiefs Council (NPCC) has published simple guidelines and the below video on the principles of &#8216;RUN &#8211; HIDE &#8211; TELL&#8217; to provide guidance should a weapons or terrorist attack occur&#8230;</p>
<p>
	<strong>RUN </strong> &#8230;to a place of safety. This is a far better option than to surrender or negotiate. If there&#8217;s nowhere to go, then&#8230;</p>
<p>
	<strong>HIDE</strong><strong>  </strong>It&#8217;s better to hide than to confront. remember to turn your phone to silent and turn off vibrate. Barricade yourself in if you can. Then finally &#8211; and only when it is safe to do so&#8230;</p>

	<strong>TELL</strong>  &#8230;the police by dialing 999</p>

	What is Power-over-Ethernet?</h2>
<p>
	<em>Power-over-Ethernet</em> (often referred to as PoE) is a technology which provides electrical power over standard Ethernet cables &#8211; in most cases providing the power delivery simultaneously with the data signals sent from one device to another.</p>
<p>
	As an example, a CCTV camera would normally require both data cable and an external power supply &#8211; from two separate cables.<br />
	However, a PoE enabled camera will receive both data and power over the same network cable from a network / PoE switch or from the system&#8217;s NVR.</p>

	What is the difference between Power-over-Ethernet (PoE) and Power-over-Cable (PoC)?</h2>
<p>
	<strong>PoE (Power-over-Ethernet</strong>) is an electrical industry standard which allows electrical power to be transmitted simultaneously with data signals over Cat5e/6/7 cable.<br />
	PoE is standardised to adhere to specific voltage ranges between 37 and 57 volts. This ensures that any PoE device connected to a system receives a compatible power supply.<br />
	Power over Ethernet will only apply power to the line once a remote device / receiver has been detected on the line.</p>
<p>
	<strong>PoC* (<em>Power-over-Cable</em>)</strong> works to similar principles (supplying simultaneous power and data signals over Cat cable) but is non-standardised and is applied to proprietary systems.<br />
	Therefore, the voltage supply can be set to meet the needs of a specific product/system (which may be lower or higher than voltage range of PoE).<br />
	Power over Cable will apply power to the line directly without detecting a device at the remote/receiver end.<br />
	*(PoC also sometimes refers to Power-over-Coaxial cable)</p>
<p>
	<a href="https://shop.cie-group.com/shop/av-distribution_19/hdbaset_1025/"><strong>PoH (Power-over-HDBaseT</strong></a>); the latest Video-over-IP technology &#8211; HDBaseT &#8211; simultaneously transmits HD video, audio, control signals and power from device to device over Ethernet cable to distances of up to 100 metres.</p>
<p>
	<a href="https://cie-group.com/what-is-phantom-power/"><strong>Phantom Power </strong></a>&#8211; not usually considered within the PoE / PoC &#8216;family&#8217;, but Phantom Power sends a 12-48 volt DC voltage along with the audio signal form an amplifier for use with condenser microphones.</p>

	What are the benefits of using PoE?</h2>
<p>

<ul>
<li>
		<strong>Saves time </strong>&#8211; by not having to have electrical power cabling installed and not needing a qualified electrician to fit network cables, a person simply finds the right location for the device, installs the device and adds to the network via an Ethernet connection, saving both time and installation costs.</li>
<li>
		<strong>Flexibile</strong> &#8211; as it does not have to be attached to an electrical outlet, devices such as CCTV devices and wireless access points can be placed  wherever they are needed most, and easily repositioned anytime if required. </li>
<li>
		<strong>Safe</strong> &#8211; <em>Power over Ethernet</em> usually uses 48V DC, which is classified as a safe voltage by the UL Standards. PoE also has built-in safety features, such as if there is an interruption in the connection, the PSE automatically stops sending power, and starts a handshaking process before sending power again. Meaning if there is damage to a cable, for example fraying, the power is stopped.</li>
<li>
		<strong>Reliable</strong> &#8211; PoE power comes from a central and compatible source, rather than a collection of distributed wall adapters.  It can be backed-up by an uninterruptible power supply, or controlled to easily disable or reset devices.</li>
<li>
		<strong>Scalable </strong>&#8211; as it has power available on the network, this means that installation and distribution of network connections is simple and effective.</li>
</ul>

	What devices use PoE?</h2>
<p>
	As technology moves us further and further into the internet of things (smart devices and IP connectivity), the range of products and equipment that is powered via PoE continues to increase. For example, PoE devices include:</p>

There are an increasing range of contactless identification methods available, from the conventional RFID key fob or ID card, to the latest in AI-powered biometric identification such as face or iris recognition.</p>

						<strong>Secure RFID</strong> &#8211; Access Control units with secured RFID can read a card’s PAC ID (if the card or fob supports it) or Serial Number, whereas the normal module only reads the card’s Serial number. You can choose in the allowed card types which the module will read – PAC or Serial Number.</li>
